  1. Combine: In a medium saucepan over medium heat, combine the whipping cream, sugar, and cocoa powder. Whisk continuously until the mixture is smooth and begins to gently simmer. The cocoa powder should be fully dissolved, and the mixture will start to thicken slightly.
